Understanding National Savings Certificate (NSC - VIII Issue) Interest Rate Since Inception

About the NSC Interest Rate Data

The National Savings Certificate (NSC), VIII Issue, is a government-backed small-savings instrument with a five-year maturity. IndiaGraphs tracks the interest rates notified for this certificate across different periods. The chart shows the rate available for new investments at a given time, not a continuously changing return on certificates already purchased.

The distinction matters: an NSC certificate is issued on the terms applicable when it is purchased. Later changes to the rate offered on new certificates do not ordinarily reprice an existing certificate.

How to Read Historical NSC Rates

The rate series is a record of government notifications, not the performance of a tradable security. A period with an unchanged rate means the terms offered to new investors remained the same; it does not imply that market interest rates were static.

Small-savings rates have been reviewed quarterly since April 2016, although a review need not lead to a revision. Earlier observations should be interpreted according to the notification frequency applicable at the time.

Interest Accrual and the Maturity Amount

NSC VIII Issue interest is compounded annually but is payable at maturity. It is therefore different from an instrument designed to distribute interest every month or quarter. The maturity value of a particular certificate depends on the amount invested and the rate contracted on its purchase date.

For illustration, ₹1 lakh invested for five years at a hypothetical fixed annual rate of 7% would grow to about ₹1.40 lakh before considering any applicable tax treatment. This is an example, not a historical NSC quotation or a projection of future rates.

NSC, PPF and SCSS Are Not Interchangeable

NSC locks in the applicable rate for the certificate term. PPF uses rates notified from time to time on eligible balances, while SCSS generally fixes the rate for the original deposit term and distributes interest quarterly. Comparing headline percentages without considering these different mechanics can mislead savers.

The PPF interest rate history and SCSS interest rate history provide useful context for these differences.

What the Chart Can and Cannot Tell You

The chart is useful for identifying the terms offered to new NSC investors at different points in time and for studying shifts in small-savings policy. It cannot show the realised return on a portfolio of certificates purchased on different dates.

Interest accrued on NSC and deductions on investment can have tax implications under applicable rules. Tax treatment should be assessed separately from the quoted interest rate. Use the downloadable series for historical comparison, checking the effective date of each notification before making period-to-period calculations.
