What Counts as a PPI Wallet?

A prepaid payment instrument (PPI) stores monetary value that can be used for permitted payments under the applicable regulatory framework. A wallet is one form of PPI. The IndiaGraphs dataset tracks the reported number of PPI wallets, not the total rupee balance stored in them or the number of payments made.

Wallets, Users and Activity Are Different Measures

The number of wallets is not the same as the number of unique people using them. A person may hold more than one wallet, and some wallets may be dormant. Depending on the reporting definition, the series may count issued or outstanding instruments rather than monthly active users. This distinction is especially important when comparing wallet adoption with UPI usage.

Why the Count Can Change

Wallet numbers can respond to onboarding, issuer strategy, customer migration to other payment methods, closure of unused instruments and regulatory changes. An increase in the stock of wallets does not prove that wallet spending or engagement rose at the same rate.

Comparing Wallets with Other Payment Channels

UPI is a payment interface, while a PPI wallet is a stored-value instrument. Their reported counts are not interchangeable. Some wallet transactions may also use interoperable payment infrastructure; care is needed to avoid treating instrument counts and payment transaction counts as equivalent.

Using the Data

Use the historical series to study the scale of PPI wallet issuance or outstanding instruments as defined by the reporting source. To assess actual payment behaviour, examine transaction volume, transaction value and active-use indicators separately.
